We are transitioning away from Sympa for mailing lists. Google Groups are the new technology that will replace it. Existing Sympa lists will be supported for several additional months, but we’re asking that new list requests be created as Google Groups instead. ITS maintains a service catalog page for mailing lists that you can visit for additional detail and advice.

Step 4 speaks to permissions specifically – and “posting” is what controls sending to the list. “viewing” is who could see the messages – whether they show up as email in the inbox or if they sign in to groups.google.com and look at the messages there.
