USAID’s Democratic Decentralization Programming Handbook was recently published online. The handbook was coauthored by Robert A. Oden, Jr. Postdoctoral Fellow for Innovation in the Liberal Arts and Political Science Juan Diego Prieto, Kent Eaton, Sarah Shair-Rosenfield, and Cynthia Clapp-Wincek. The handbook conceptualizes decentralization as a reform that advances democracy and development in a context of stability and the rule of law.
