The website says the following regarding eligibility:

Eligible students must meet the following criteria:

    • Be enrolled in a degree-granting program at a college or university.
    • Have a minimum 3.0 GPA on a 4.0 scale.
    • Have an interest in pursuing graduate education.
    • Be a citizen or a permanent resident of the US.
    • Be willing to devote full time to the program during the eight-to-ten week summer session.”

You can apply on-line http://www.cic.uiuc.edu/programs/SROP/Applicationprocess.shtml and indicate areas of academic research interest and indicate which university campuses they’re most interested in (for summer research).
