Overview
The Supplemental Agreements for the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA) direct institutions receiving funds under Section 314(a)(1) of the CRRSAA (Pub. L. 116-260) to comply with applicable reporting requirements including those in Section 15011(b)(2) of Division B of the CARES Act. Until further guidance is issued by the U.S. Department of Education, information on the use and distribution of both the student portion and the institutional portion of Carleton’s CRRSAA HEERF II funds will be posted no later than 10 days after the calendar quarter.
Carleton’s Federal Pandemic Relief Funding page provides information about the funding the college has received from the U.S. Department of Education for relief of pandemic expenses.
Student Quarterly Report
On January 17, 2021, Carleton College received $1,699,739 under Section 134(a)(1) of the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA), Pub. L. No. 116-260 (December 27, 2020). Under Section 314(d)(5), institutions must use at least the same amount of funding to provide emergency financial aid grants to students as was required under Section 18004(a)(1) of the CARES Act. For Carleton, this amount was $584,024.
As stated in Section 134(c)(3), “in making financial aid grants to students, an institution of higher education shall prioritize grants to students with exceptional need.” Following this guidance, as noted in the Student Quarterly Report posted on April 8, 2021, Carleton disbursed the entirety of its CRRSAA student funds ($584,024) as well as the remainder of its CARES Act student award ($52,559.82) and a small portion of its CRRSAA institutional award ($116.18) to 777 eligible students on February 25, 2021.
Institutional Quarterly Report
On January 17, 2021, Carleton College received $1,699,739 under Section 134(a)(1) of the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA), Pub. L. No. 116-260 (December 27, 2020). Pursuant to Section 314(d)(5), the college was required to disburse at least $584,024 as emergency financial aid grants to students. The remaining $1,115,715 of CRRSAA funds may be used to provide additional financial assistance to students, or to relieve pandemic-related expenses incurred by the college.
As of June 30, 2021, Carleton had drawn down all of its CRRSAA institutional funds ($1,115,715) to recover expenses related to the pandemic, including costs associated with meal plan and room and board refunds to students for week 1 of winter term, which began on January 4, 2021, and to provide a total of $43,350.02 in emergency grants to 43 students. (As noted in the Institutional Quarterly Report posted on April 8, 2021, $13,509.40 was obligated during the previous quarter; an additional $29,724.44 in student emergency grants were awarded during this report period.)

As stated in Section 134(c)(3), “in making financial aid grants to students, an institution of higher education shall prioritize grants to students with exceptional need.” Following this guidance, Carleton targeted the delivery of HEERF funds to students with the highest demonstrated need for financial assistance, based on FAFSA for the 2020-2021 academic year.
On February 25, 2021, Carleton disbursed the entirety of its CRRSAA student funds ($584,024) as well as the remainder of its CARES Act student award ($52,559.82) to 777 eligible students. A portion of the CRRSAA institutional funds was used to round out the student grants, bringing the total disbursement to $636,700:
- A total of 52 students with need above $77,000 received $1,150 each.
- A total of 170 students with need between $70,000 and $76,999 received $1,100 each.
- A total of 211 students with need between $60,000 and $69,999 received $900 each.
- A total of 140 students with need between $50,000 and $59,999 received $700 each.
- A total of 204 students with need below $50,000 received $500 each.
These grants are intended to be used for the cost of attendance or for emergency expenses incurred due to the pandemic, such as tuition, food, housing, or health care, including mental health care.
Students who received direct HEERF emergency grants in 2021 were notified via email on February 23:
Dear Carleton Student,
In response to financial challenges you may be experiencing due to the ongoing COVID-19 pandemic, Carleton is distributing to you an emergency grant in the amount of $1,150/$1,000/$900/$700/$500 from federal funds made available to the college through the Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act.
This grant is intended to be used for expenses related to the cost of attendance or for expenses related to COVID-19 (i.e., tuition, course materials, food, housing, or health care). This emergency grant is not a loan. You will not repay this grant, nor will it be considered part of your taxable gross income.
These funds will be paid to you through your direct deposit bank account on The Hub. Grants will be distributed beginning February 25, 2021. More information about the nature of this funding can be found on Carleton’s CARES Act Funding page.

A portion of the HEERF II award was set aside to provide grants to eligible students through fall term 2021. Students who were not automatically awarded an emergency grant, or who need additional support, can apply for emergency assistance funds from the Dean of Students Office. Emergency grant applications are evaluated and awarded on a case-by-case basis. The Institutional Quarterly Report includes further information on the distribution of these funds.

As of March 31, 2021, Carleton had drawn down $886,646.18 of its CRRSAA institutional funds to recover expenses related to the pandemic, including costs associated with meal plan and room and board refunds to students for week 1 of winter term, which began on January 4, 2021, and to provide emergency grants to students. An additional $13,509.40 was obligated for 20 student grants.
Carleton will use its remaining institutional CRRSAA funds in this same manner.
