CARES Act Funding

Overview

Section 18004(e) of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Pub. L. No. 116-136, 134 Stat. 281 (March 27, 2020), directs institutions receiving funds under Section 18004 of the CARES Act to submit a report to the Secretary of Education describing the use of funds distributed from the Higher Education Emergency Relief Fund (HEERF). In addition to providing this information in a report to the Secretary, participating institutions are required to post information to the public. Therefore, as required by the U.S. Department of Education, this page provides information about Carleton’s participation in the CARES Act and the use and distribution of HEERF dollars.

On May 6, 2020, the Department of Education released preliminary reporting guidelines for institutions receiving HEERF grants. On August 28, 2020, the Department revised these guidelines, changing the frequency of the report on the student portion of the funds from every 45 days to quarterly. Information on both the student portion and the institutional portion will be posted no later than 10 days after the calendar quarter.

Student Quarterly Report

1. An acknowledgment that the institution signed and returned to the Department the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to Students.
   • Carleton College signed and returned the Certification and Agreement for Emergency Financial Aid Grants to Students under the CARES Act to the Department of Education on April 28, 2020. These funds were awarded to the college on May 5, 2020. Per the agreement, Carleton used 50 percent of the funds received under Section 18004(a)(1) to provide emergency grants to students.
2. The total amount of funds that the institution will receive or has received from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students.
   • Carleton College was allocated a total of $1,168,048 under Section 18004(a)(1). Pursuant to the Certification and Agreement for Emergency Financial Aid Grants to Students, half of that amount ($584,024) was distributed to eligible students impacted by campus disruptions due to the coronavirus.
3. The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of the date of submission (i.e., as of the 30-day report and quarterly thereafter).
   • From January 1, 2021, to March 1, 2021, Carleton distributed $58,189.92 to eligible students under Section 18004(a)(1) of the CARES Act. By March 10, 2021, the college had distributed all $584,024 of its CARES Student Portion to eligible students.
4. The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act.
   • Based on FAFSA data from the 2019-2020 academic year, Carleton had an estimated 1,000 students enrolled during spring term who were eligible to receive funds under Section 18004(a)(1) of the CARES Act. Carleton did not distribute HEERF grants to every eligible student. Instead, the college targeted the delivery of these funds to students with the highest demonstrated need for financial assistance.
5. The total number of students who have received an Emergency Financial Aid Grant to Students under Section 18004(a)(1) of the CARES Act.
   • By March 1, 2021, Carleton College awarded emergency grants to 760 eligible students under Section 18004(a)(1) of the CARES Act.
6. The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act.
   • According to the Department of Education, “only students who are or could be eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965, as amended (HEA), may receive emergency financial aid grants. If a student has filed a Free Application for Federal Student Aid (FAFSA), then the student has demonstrated eligibility to participate in programs under Section 484 of the HEA.”
     Following this guidance, Carleton considered eligible students to be individuals who completed the FAFSA for the 2019-2020 or 2020-2021 academic years. In an effort to provide financial support to those most in need, Carleton used the 2019-2020 FAFSA data to distribute the majority of its CARES student emergency grant funds as follows on June 25, 2020:
     • A total of 194 students with need above $70,000 received $1,000 each.
     • A total of 199 students with need between $60,000 and $69,999 received $800 each.
     • A total of 149 students with need between $50,000 and $59,999 received $600 each.
     • A total of 154 students with need below $50,000 received $400 each.
   • Students who were not automatically awarded an emergency grant, or who needed additional support, were encouraged to apply for emergency assistance funds from the Dean of Students Office. The remaining HEERF student grant funds were distributed to Title IV eligible students in this way during the 2020-2021 academic year as expenses related to the disruption of campus operations (e.g., food, housing, course materials, technology, travel, and healthcare) due to COVID-19 were identified. Emergency grant applications were evaluated and awarded on a case-by-case basis. 
   • After receiving the Higher Education Emergency Relief Fund II (HEERF II) under the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) on January 17, 2021, Carleton used FAFSA data from the 2020-2021 academic year to distribute grants to eligible students with demonstrated financial need. The remaining CARES student portion and all of the CRRSAA HEERF II student funds were disbursed on February 25, 2021. A portion of the CRRSAA institutional funds have been set aside for the Dean of Students Office to continue providing emergency grants through fall term 2021. 7. Any instructions, directions, or guidance provided by the institution to students concerning the Emergency Financial Aid Grants.
   • On June 22, 2020, Carleton sent the following message via email to students who received direct HEERF emergency grants:

• Beginning June 25, 2020, students were able to apply (as noted above in section 6) to the Dean of Students Office for additional financial support if experiencing hardship due to the pandemic. Emergency funds are distributed on a case-by-case basis. 
• Carleton maintains a COVID-19 website which provides access to pertinent information, including instructions, directions, and guidance related to emergency grants. 

Institutional Quarterly Report

• Carleton College signed and returned the Certification and Agreement for the Institutional Portion of the Higher Education Emergency Relief Fund under the CARES Act to the Department of Education on May 8, 2020. These funds were awarded to the college on May 12, 2020.

• Carleton was allocated a total of $1,168,048 under Section 18004(a)(1). Pursuant to the Certification and Agreement for Emergency Financial Aid Grants to Students, $584,024 was distributed directly to eligible students impacted by campus disruptions due to the coronavirus. The Certification and Agreement for the Institutional Portion states that the remaining $584,024 may be used to cover institutional costs associated with the coronavirus.

• Carleton’s HEERF Institutional Portion was drawn down in an amount that was equal to or less than the college’s processed CARES Act student emergency grants. From January 1, 2021 to March 31, 2021, $59,396.62 of the Institutional Portion was drawn down. By March 10, 2021, the college had drawn down all of its Institutional funds, a total of $584,024.

• During spring term, which began on April 6, 2020, Carleton refunded more than $7,000,000 of room and board charges to students who needed to leave campus due to the COVID-19 pandemic. The CARES Act HEERF Institutional Portion ($584,024) provides a partial recovery of these funds.

As of December 31, 2020, the college had distributed a total of $525,834.08 to eligible students. The college plans to disburse the remaining $58,189.92 to eligible students using the application process outlined below in section 6.
4. The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act.

This page provides public information about Carleton’s participation in the CARES Act and use of the college’s HEERF Institutional Portion. This information will be updated no later than 10 days after the end of each calendar quarter.

No. 116-136, 134 Stat. 281 (March 27, 2020), directs institutions receiving funds under Section 18004 of the CARES Act to submit a report to the Secretary of Education describing the use of funds distributed from the Higher Education Emergency Relief Fund (HEERF). On May 6, 2020, the U.S. Department of Education released preliminary reporting guidelines for institutions receiving HEERF.

In addition to providing this information in a report to the Secretary, participating institutions are required to post information to the public. Therefore, as required by the U.S. Department of Education, this page provides public information about Carleton’s participation in the CARES Act and the use and distribution of HEERF dollars. This information is available 30 days after the date when Carleton College received its first allocation under 18004(a)(1) and updated every 45 days thereafter. The Department of Education has directed all HEERF recipients to provide the following information:

An acknowledgment that the institution signed and returned to the Department the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to Students.

2. The total amount of funds that the institution will receive or has received from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students.
   • Carleton College was allocated a total of $1,168,048 under Section 18004(a)(1). Pursuant to the Certification and Agreement for Emergency Financial Aid Grants to Students, at least $584,024 will be distributed directly to eligible students impacted by campus disruptions due to the coronavirus.
3. The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of the date of submission (i.e., as of the 30-day report and every 45 days thereafter).
   • As of July 19, 2020, Carleton has distributed a total of $504,200 to eligible students under Section 18004(a)(1) of the CARES Act. The college plans to distribute the remaining $79,824 to eligible students using an application process, as outlined below in section 6.
4. The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act.
   • Based on FAFSA data from the 2019-2020 academic year, Carleton had an estimated 1,000 students enrolled during spring term who were eligible to receive funds under Section 18004(a)(1) of the CARES Act. Carleton does not intend to distribute HEERF grants to every eligible student. Instead, the college will target the delivery of these funds to students with the highest demonstrated need for financial assistance.
5. The total number of students who have received an Emergency Financial Aid Grant to Students under Section 18004(a)(1) of the CARES Act.
   • By July 19, 2020, Carleton College awarded emergency grants to 696 eligible students under Section 18004(a)(1) of the CARES Act.
6. The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act.
   • According to the Department of Education, “only students who are or could be eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965, as amended (HEA), may receive emergency financial aid grants. If a student has filed a Free Application for Federal Student Aid (FAFSA), then the student has demonstrated eligibility to participate in programs under Section 484 of the HEA.”
   • Following this guidance, Carleton considered eligible students to be individuals who completed the FAFSA for the 2019-2020 academic year. In an effort to provide financial support to those most in need, Carleton used this data to distribute the majority of its student emergency grant funds as follows on June 25, 2020:
     • A total of 194 students with need above $70,000 received $1,000 each.
     • A total of 199 students with need between $60,000 and $69,999 received $800 each.
     • A total of 149 students with need between $50,000 and $59,999 received $600 each.
     • A total of 154 students with need below $50,000 received $400 each.
   • Students who were not automatically awarded an emergency grant, or who need additional support, can apply for emergency assistance funds from the Dean of Students Office. You are eligible for this grant because you met certain federal criteria at the time the COVID-19 national emergency was declared in March.

This grant is intended to be used for expenses related to the disruption of campus operations (e.g., food, housing, course materials, technology, travel, and healthcare) due to COVID-19. The emergency grant is not a loan. You will not repay this grant, nor will it be considered part of your gross income. 

These funds will be paid to you through your direct deposit bank account on the Hub. Grants will be distributed beginning June 25, 2020, and funds should be available to you by the end of the month.
